<p>当前，城市停车收费通常采用地磁+手持PDA这一技术路线，简单来说就是人工拍摄停车照片、地磁进行计时计费这两个环节。2024年以来，越来越多的项目开始引入巡检车设备，其应用机理是通过巡检车来代替人工进行拍照，来达到降本的效果。</p>

<p>经对历年诸多项目的数据分析，目博发现，<strong><b>泊位周转率</b></strong>是衡量巡检车投入产出比的关键指标，<strong>在高周转率路段巡检车的效率更高<b>。</b></strong></p>

<p><strong>二、降本数据分析</strong></p>
<p>首先，是现场值守人员的人工成本投入测算。</p>
<p>以300个泊位为例，若设定半小时为免费时长，在周转率较低的情况下（假设该数值为3.6），采用地磁加PDA模式，由于周转率较低，人员巡查拍照打单效率和覆盖面更广，现场只需配置3-4名工作人员，此时如果引进巡检车，只能减员1人，投入产出比并不明显。</p>

<p>而随着周转率提升，人工拍照录单的频率会相应提高，工作量会随之大幅增加，引入巡检车则能显著提高效率、减少现场值守人员数量，从而降低人工成本。</p>
<p>根据大量项目实际应用分析得知，泊位周转率在3.6~6.1时（含3.6以下），投入巡检车减员效果一般不超过20%；</p>
<p>而当泊位周转率达到8.4及以上时，采用巡检车模式的降本增效效果逐步显现；</p>
<p>该数值达到10.8时，降本效果已十分显著，相较于地磁+人工模式，人员可节省约一半以上。</p>
<p>以宁夏某地项目为例，安装地磁检测器的道路停车泊位总计4700个。引进巡检车前，现场配置约80名收费员，人均管理泊位数量在50~60个，每年人工成本高达400万元。引入巡检车后，经过优化，设计了十条巡检路线，10人移动拍照，30人打单贴单（其中部分路段未采用巡检车，但人员一并计入统计），改造后前端总共需要人员40人，人均管理泊位达到120个左右，减员40人，人工成本降低将近一半，降本增效效果十分显著。</p>

<p><strong><b>二是停车取证免纠纷。</b></strong>道路泊位停车，涉及到收费问题，订单纠纷是无法避免的，对此，视频巡检车的优势突出——以实拍图片形式呈现停车信息，能够提供完整的证据链，可有效应对车主对订单产生的疑问，减少纠纷，做到“应收尽收”。</p>
<p><strong><b>三是语音播报防漏单。</b></strong>从实际案例出发，例如厦门市项目，共上线11辆巡检车，覆盖3000余个泊位，从实际的巡检车拍摄视频中可以看到，巡检车每经过一个泊位，都会对泊位序号进行语音播报以提醒巡检人员已录单，有效防止遗漏。</p>
<p><strong><b>四是双侧巡检灵活应对复杂路况。</b></strong>如我们福建的一个项目，使用17辆车，针对复杂道路环境，如单向行驶道路、环岛等，单侧巡检车无法满足需求，此时双侧巡检车能发挥重要作用，确保巡检工作的全面性与准确性。</p>

<p>到去年底，全省仅小汽车保有量就已达2238.3万辆。治理“停车难”关系千家万户，既是民生问题，也是发展问题，考验城市现代化治理能力和水平。</p>
<p>省委、省政府对城市停车治理问题十分重视，2017年就将“停车便利化工程”作为“城市治理与服务十项行动方案”之一进行部署；从2020年起，连续4年将新增公共泊位和共享泊位列入民生实事项目予以推进。2017年至2023年，全省小汽车保有量增长130%，城市停车泊位从903.3万个增加到2167.9万个，增长140%，车均泊位由2017年的0.92个/辆提高到2023年的0.97个/辆。省统计局对2023年民生实事满意度调查结果显示，居民对公共场所停车的满意度为84.6%。</p>
<p>应对小汽车保有量快速增长，报告介绍了多种增量扩容、存量挖潜增加泊位供给举措。新建居住小区严格执行建筑物配建停车标准，老旧小区也结合更新改造优先考虑增加停车设施，“十四五”以来全省开工改造城镇老旧小区5714个，增设停车泊位23.7万个。此外，利用人防工程改造停车场增加供给，“十四五”以来新增地下停车泊位94.6万个；充分挖掘公园、绿地、桥下空间、闲置地块等改造成停车场，推进立体机械式或地下沉井式停车库、“P+R”停车换乘设施建设，缓解中心城区停车矛盾。省自然资源厅今年还出台意见，指导各地将闲置土地优先安排用于停车设施用地。</p>
<p>今年全省计划新增公共停车泊位6.5万个、新增共享停车泊位3万个。截至10月底，全省新增公共停车泊位9.15万个、完成投资18.43亿元，新增共享停车泊位3.22万个，已提前超额完成年度目标任务。</p>

<p>今年7月，苏州市区统一停车运营平台投入运营，接入所有公共停车场数据，全市范围内实现一次注册、通停通付，用户体验显著提升。</p>
<p>目前，各设区市均已建成城市级智慧停车平台，9246个路外公共停车场、4377条道路停车场接入系统，接入泊位数量达322.2万个。先离场后付费等便利化收费举措，以及地磁、巡检车、路牙机等新技术新设备的广泛应用，不断提升停车管理效率。</p>
<p>在总量难以迅速增长的前提下，我省持续从智慧管理和严格管理中挖潜。</p>
<p>严管专项行动不断推动具体问题解决。2021年全省公共停车收费管理专项整治，排查整治相关问题7000余个；2023年全省废弃汽车专项整治行动，清理处置停在公共区域的“僵尸车”等废弃汽车4100多辆。通过推动落实路内停车泊位动态优化制度，设区市中心城区路内停车泊位规范设置率超90%。</p>
<p>各地坚定不移推进公交优先，倡导绿色出行，全省城市轨道交通、常规公交运力运量位居全国前列，绿色出行比例达到73.1%，处于全国较高水平，也缓解了重点区域停车矛盾。</p>

<p style="text-align: center;"><strong>结构性供需矛盾仍然突出</strong></p>

<p>目前，我省机动车年均增长超过百万辆，对照省政府确定的“到2025年底停车供需比达到1.2∶1以上”的目标，全省尚有500万的停车位缺口。省人大环资城建委调研认为，问题在于“四个结构性矛盾”“四个不足”及“两个不愿”。</p>
<p>结构性矛盾既存在于精准供给不到位和重点区域缺口大，也存在于车位类型上和功能配置中。比如，部分城市配建、路外、路内泊位比例未达国家标准，全省公共停车场配置新能源充电桩与国家要求10%的基本配比目标差距较大。供给不足则不仅在车位本身，还在于部门协同、制度、标准、智慧管理的不足。</p>
<p>解决难题考验治理智慧。省政府表示，将从加强政策支持、开展综合治理、加大设施供给、提高管理效能等方面持续发力。在综合治理上，城市换乘中心布局建设将加快，差异化停车收费标准将进一步优化；在缓解供需矛盾上，将实施重点区域综合治理。我省还将动态修订配建停车标准，滚动更新建筑物配建停车泊位指标并严格监督执行，鼓励有条件地区适度超配停车泊位，进一步提高新建大型综合医院、居住区停车配建标准，同时加强城市空间复合利用，依托中心城区单建式人防工程项目建设提供更多公共停车资源。</p>
<p>未来，共享停车推广力度将继续扩大，江苏将有序推进商业设施、写字楼、体育场馆、居住社区等停车设施资源共享。从调研看，社会面有大量停车资源不愿共享，社会资本投资运营停车业意愿也不强。</p>
<p>省人大建议，要按照“谁投资，谁受益”原则优化发展环境，激发各类经营主体投资运营城市停车设施动力。比如，优化停车场规划用地政策，加大公共停车场用地供应，支持公益性公共停车场以划拨方式取得土地使用权，还可鼓励各地在规划条件中明确，因增加公共停车位而增加的建筑面积不计入容积率。对社会力量投资建设公共停车场的，可借鉴重庆等地做法，给予适当资金支持，允许配建一定比例的附属商业设施，提高资本回报率。</p>

<p>实践证明，智慧管理是挖掘现有车位潜力的好办法。不过从调研看，各地智慧停车平台数量众多，往往彼此独立、互不联通，接入平台泊位比例总体较低，有的甚至不到10%，无法共享信息整合发布。从用户侧看，电子支付终端入口繁多，各类功能也不齐全，有的甚至还有大量广告。</p>
<p>对此，报告透露，江苏将探索建立省级智慧停车信息平台，努力实现全省停车服务管理“一张网”，还将结合道路运行状况和周边路外停车设施建设等变化因素开展动态评估，逐步缩减路内停车泊位规模，减少对动态交通和慢行交通系统的干扰。</p>
<p>有效挖潜还需要制度创新。目前，各设区市均出台停车管理制度文件，6市还进行了地方立法。省人大环资城建委建议，研究制定省级停车管理办法，适时开展“江苏省停车管理条例”立法论证调研。</p>
<p>针对协同联动不够，省级层面将在原有省住房城乡建设厅、发展改革委、公安厅、交通运输厅、国动办等部门联动的基础上，将省自然资源厅、教育厅、卫生健康委、机关事务管理局等部门纳入，集聚更多资源合力推进停车便利化工程。通过打通部门壁垒，加快实现贯穿停车设施规划、建设、管理、运营全过程的信息互通共享。</p>

<p>“便民停车行动”以来，安徽省住房城乡建设厅以新建配建停车为主体，盘活存量停车为辅助，道路临时停车为补充，结合新区建设和旧城区改建，严格落实住宅小区和公共建筑配建标准，利用新增建设用地、拆违征迁腾退空间和边角地新建停车设施，以及平面停车场立体扩容改造、新建立体停车场等方式统筹推进停车场建设，城市停车泊位供给有效增加，重点区域停车难问题显著缓解。</p>
<p>全省各地市按照“资源共享、服务群众、政府带动”的原则，统筹辖区停车资源，摸清可共享车位数量，推动机关、企事业单位在夜间和非工作日期间对外开放内部停车场，充分盘活闲置停车资源，为群众提供便利。针对医院、写字楼及商业广场停车场白天车位不足、夜间空闲，居民小区白天车位较为宽裕、夜间不足的矛盾，引导双方利用时间差，开放共享，交换资源，提高停车泊位的利用效率。截至10月底，全省共开放共享停车场912个，共享车位共计14.27万个。</p>

<p>据悉，“便民停车行动”以来，安徽各地市开展智能停车信息服务平台建设，开发智慧停车APP，积极推进与皖事通平台互通互联。打通信息壁垒，整合公共停车场资源，采用物联网、云计算等技术，实现对城区停车数据实时分析、智能诱导、资源共享，有效提升停车位周转率，降低车位空置率。截至10月底，全省共接入智慧停车平台停车场共3759个，接入停车位共93.7万个。</p>
<p>加强大型商场、医院、学校、文化体育场馆和交通枢纽等停车场公共充电设施建设。新建住宅配建停车位应100%建设充电设施或预留建设安装条件，公共停车场建设充电设施或预留建设安装条件的车位比例不低于35%，并逐步扩大设置比例，推行“临近车位共享”“多车一桩”等新模式。</p>

<p>下一步，安徽将鼓励社会资本采取政府和社会资本合作、特许经营等方式参与城市公共停车设施投资建设和运营管理。支持区域统筹、整体打包停车设施资源，发挥规模优势开展社会化合作，统一组织建设运营。鼓励商业银行等金融机构探索提供基于停车设施产权和使用权的抵押融资、融资租赁等金融服务。</p>
<p>同时，加强智慧停车管理，实现“动态”交通与“静态”交通良性互动，细化停车分区管理，鼓励错时共享停车，推进停车诱导、共享利用，实现无感收费，有效提升停车周转率。并完善城市公共停车收费价格机制，利用价格杠杆及时疏导停车供需矛盾。</p>
<p>此外，安徽将加强大型商场、医院、学校、文化体育场馆和交通枢纽等停车场公共充电设施建设。支持停车场多元经营，在不减少车位的前提下，可允许停车设施配建一定比例的洗车点、便利店等便民设施。探索停车场建筑光伏一体化发展，利用可再生能源充电。</p>
