<p>当前，城市停车收费通常采用地磁+手持PDA这一技术路线，简单来说就是人工拍摄停车照片、地磁进行计时计费这两个环节。2024年以来，越来越多的项目开始引入巡检车设备，其应用机理是通过巡检车来代替人工进行拍照，来达到降本的效果。</p>

<p>经对历年诸多项目的数据分析，目博发现，<strong><b>泊位周转率</b></strong>是衡量巡检车投入产出比的关键指标，<strong>在高周转率路段巡检车的效率更高<b>。</b></strong></p>

<p><strong>二、降本数据分析</strong></p>
<p>首先，是现场值守人员的人工成本投入测算。</p>
<p>以300个泊位为例，若设定半小时为免费时长，在周转率较低的情况下（假设该数值为3.6），采用地磁加PDA模式，由于周转率较低，人员巡查拍照打单效率和覆盖面更广，现场只需配置3-4名工作人员，此时如果引进巡检车，只能减员1人，投入产出比并不明显。</p>

<p>而随着周转率提升，人工拍照录单的频率会相应提高，工作量会随之大幅增加，引入巡检车则能显著提高效率、减少现场值守人员数量，从而降低人工成本。</p>
<p>根据大量项目实际应用分析得知，泊位周转率在3.6~6.1时（含3.6以下），投入巡检车减员效果一般不超过20%；</p>
<p>而当泊位周转率达到8.4及以上时，采用巡检车模式的降本增效效果逐步显现；</p>
<p>该数值达到10.8时，降本效果已十分显著，相较于地磁+人工模式，人员可节省约一半以上。</p>
<p>以宁夏某地项目为例，安装地磁检测器的道路停车泊位总计4700个。引进巡检车前，现场配置约80名收费员，人均管理泊位数量在50~60个，每年人工成本高达400万元。引入巡检车后，经过优化，设计了十条巡检路线，10人移动拍照，30人打单贴单（其中部分路段未采用巡检车，但人员一并计入统计），改造后前端总共需要人员40人，人均管理泊位达到120个左右，减员40人，人工成本降低将近一半，降本增效效果十分显著。</p>

<p>截至目前，该平台已接入公共停车场56个，路内停车路段9个，小程序注册用户已突破22万人。今年3月29日，我市启动路内停车泊位收费管理，目前已有9个路段的836个路内停车泊位纳入收费管理范畴，有效提升了管理时段泊位的周转率和空置率。</p>

<p>收费路段停车泊位周转率大幅提升，较之前增长了4倍以上，这意味着车位的使用效率大大提高，智慧停车系统的便捷性和高效性得到了市民的广泛认可，停车体验得到了很大的提升。</p>
<p>市民们纷纷表示，现在停车再也不用兜兜转转寻找车位，不仅节省了大量时间成本，还提高了出行效率。</p>

<p>智慧停车项目实施后，该路段停车泊位全部纳入系统管理，<strong>通过智能引导，车辆能够迅速找到空余车位，乱停乱放现象得到了极大改观</strong>。市民李先生表示：“现在出行顺畅多了，以前因为车辆乱停造成交通拥堵，这短短不足200米的道路，经常要走十几分钟才能出去，现在好了，畅通无阻。”</p>

<p>过去，一些长期占用路内停车位的“僵尸车”常常让市民头疼不已，它们不仅占用了宝贵的道路资源，还影响了市容市貌。智慧停车项目的实施，促使这些“僵尸车”主动让位，取而代之的是一个个整齐划一、井然有序的停车位。与此同时，道路的及时保洁和市政设施的及时维护也得到了极大的改善。以前，由于路内停车数量众多，环卫工人的清扫工作常常受阻，市政设施维修也往往因为车辆停放而难以进行。如今，随着路内停车（特别是僵尸车)数量的减少，环卫工人的清扫保洁工作变得更加顺畅，保洁人员可以更加高效地完成“洒、扫、洗、冲、刷”等一系列保洁措施，使得道路更加干净整洁。</p>

<p>在项目储备阶段，含《项目建议书》、《项目可行性研究报告》两大材料的编制，2022年起增加事前绩效评价相关材料要求；项目申报阶段包含《项目建议书》批复、《项目可研报告》批复、《项目实施方案》，其他非必要材料例如《环评报告》、《安评报告》、四证一书可按实际情况提供；第三是方案编制阶段，申报组织需提供《收益与融资自求平衡测算方案》以及《财务评价书》；最后，方案评估和发行阶段，需提供《财务评价书》（正式稿）以及《法律意见书》两项材料。</p>
